At the local prison, a convict named Anton Burrows, is at his parole hearing, where he attempts to make a plea to a family whose father he shot, that he's changed. However, the daughter, Jasmine, is still reeling with grief over his crime, refuses his plea for the fourth time.
Unfortunately, at the same time, a prison gang stages a riot in an effort to overtake the rival gangs. SRU arrives and attempts to subdue the riot. Unfortunately, Jasmine and her mother are caught by the prisoners. Anton fends off the attackers, claiming he wants to deal with the girls himself. The gang members met him and agree to let him have them in exchange in using them as hostages. Ed knows the prisoner Anton, so he asks to lead the negotiation.
While guarding them, he tells them when he was young, despite aid from his mother and Ed, who was a cop before joining SRU, he got involved with robbery. Jasmine's father, who ran a convenience store, was tired of getting robbed and wrestled with Anton over the gun, accidentally getting shot. But, instead of running away, Anton stayed by his side and pleaded him not to die.
As SRU starts cracking down on the riot, figuring out the gang's motives, the gang leader tries convincing Anton to kill hostages, reasoning that they would continue to deny him parole. Anton refuses to, so the gang leader has him dragged off while he kills them himself. Anton is able to free him and helps SRU save the hostages. Jasmine is so touched by his heroism that she decides to speak on his behalf at his next parole.
